James A. Carney Biography

 

 

James A. Carney is the Director of Asset Acqusition and Liquidations for Surplus Services Company of Northfield, New Jersey.

 

He is also a Commissioner with the New Jersey Casino Revenue Fund Advisory Commission. They make recommendations to the New Jersey Legislature about using the portion of Atlantic City casino revenues (a budget of 435.8 million dollars) dedicated to programs for senior citizens and disabled residents.

 

Jim previously served as Atlantic County Surrogate for five years.  In this position, he served as Judge of the Atlantic County Surrogate's Court and Deputy Clerk of the New Jersey Superior Court / Chancery Division / Probate Part. He appointed executors and administrators to administer wills and estates, guardians of minors and incapacitated persons to manage their affairs, and administrators of trusts. He also served as the custodian of a minors trust fund of 11.2 million dollars. Additionally, he has served on the New Jersey Supreme Court's Surrogate's Liaison Committee.



For almost 14 years, Mr. Carney served Atlantic County residents as an elected member of the Atlantic County Board of Chosen Freeholders and a former Vice Chairman.  He also served as Chairman of the Atlantic County Bioterrorism and Emergency Management Task Force, and Chairman of the Atlantic County Budget and Finance Committee, helping to direct a cumulative 1.8 billion dollars of public funds.  Additionally, he served as Chairman of the Atlantic County Administrative and Legislative Code Committee, Chairman of the County Solid Waste Oversight Committee and as a member of the county management team as well as numerous other functions within county government. 



Mr. Carney is a former Vice Chairman of the Atlantic County Transportation Authority, a Former Trustee for the Unites States Department of Justice under the United States Trustee, and a Judgment Enforcement Officer for the New Jersey Superior Court.



Mr. Carney was an elected member of the Egg Harbor Township Municipal Government and Vice Chairman of the Egg Harbor Township Planning Board.  He is a past State Vice President of the New Jersey Jaycees and past President of the Atlantic City Lions Club.  He is a former member of the executive board of the Constitutional Officers Associations of New Jersey, and chief of all New Jersey Surrogates.

 

Mr. Carney has been a long time volunteer on numerous non profit and civic organizations throughout South Jersey serving in various leadership capacities.  His has vast experience in operating small businesses and has held positions in fortune 500 and 100 Corporations and he has created "www.TimeToMakeAWill.com" a free public service to benefit all residents.



Jim is married to Jacqueline (nee Gehringer) Carney for nearly 43 years.  Jackie is a Broker Associate with Keller Williams Real Estate of Northfield, NJ.  They have three grown children: Dr. Michelle Carney-Ray, who is the Principal of the Eugene A. Tighe Middle School in Margate, and previous Adjunct Professor at Richard Stockton College of New Jersey. Adam Carney is a member of local #700 of the Motion Picture Film Editors Guild and teaches editing at the School of Visual Arts in New York City.  Adam is also the owner of Gotham City Edit, a New York City based motion picture and television editing company.  Ryan Carney is employed by an Atlantic County new motor vehicle dealership.
